I believe the park "belongs" to the people of Philadelphia de facto and de jure. And, by proxy, it is managed by our servants, the City's Dept of Recreation. If we remember this when dealing with the apparat, we'd get further and would be far better off. The Dept's proper role is to achieve an equitable balance among the wishes and priorities of people having differing and often conflicting ideas of how the resource should be allocated.
