Ray is confused. He seems to think that the decision of the membership of the FOCP would be the be-all and end-all of the matter.
well no, I'm not confused. I'm not saying focp is the be-all and end-all of the matter. I'm asking about something broader than that, about the relationship of focp membership/voting and the creation of a public dog run. and how the membership/voting seems to require a fee, while use of the dog run would not.
