Update:

Instead of getting back to me with a date for a new hearing after they
messed
up by scheduling an extra 100 people on the original day set for the
hearing,
 they got back to me with a charge that I had not responded to the ticket
and
increasing the fine.
It really does look like pure EXTORTION.
