Yes, but for many of these tickets, people are so intimidated that they must try to figure out what is going on.   Enforcement officer, R Joyner, could have tickets sent daily at any time, and 4-6 months of tickets could be on the way!

"boxes and furniture was found on premises" was scrawled on my first ticket.  Did I need to throw away the legal bench on my porch, the lawn chairs in the backyard and the furniture in my parlor in case R Joyner was peaking into the premises?  My neighbor has nicely trimmed bushes and didn't know if he had to pull them out when he got a ticket for weeds.  And how many more tickets had been written in the past several months? This was a real fear for him.

As Al Dia reported, a north philly neighborhood had not received recycling services for 5 years.  But the residents got tickets for not recycling three consecutive weeks until the report.  "Weeds and furniture" are present 24 hours a day so we could get daily tickets.

 

It turns out that locally, enforcement officer R Joyner, usually had her ass plopped down at UCD headquarters.  When she wasn't, she received addresses via the phone from UCD executive staff. 

When Dexter Bryant of UCD refused to report the massive trash violations around 40th and Pine last Feb., he let it slip that UCD continues to assemble a "worst offenders" list and feeds it to Deputy Commisssioner Carlton Williams staff.

When I sent a complaint to the mayor's office, they merely forwarded it to Carlton williams and then I finally got a call.  That doofus claims that all of us who get these tickets via mail 4-6 months late have some obstruction that prohibits R Joyner from reaching our mail slot.

Of course, that too is complete bullshit.  At a BID presentation, a neighbor revealed that for a time he received his tickets in UCD envelopes instead of those Dept of Finance envelopes!  No one was coming to our houses and that is why they never have any specific identifiable nuisance documented on the bogus tickets. 

When UCD wants to go after someone, a person could find literally thousands of dollars of fines on the way before his or her bench or bushes is known to be a nuisance!

If we thought that these were one time mistakes because the enforcement officers are simple dumbshit idiots, of course, it would be better to pay the single $25 ticket.  But I invested a great deal of time to get to the bottom of this, and Ann is absolutely correct.  This is extremely intimidating legalized extortion and fraud! 

People need to go to jail!

PS:  Those bastards had an eighty year old recent widow in small claims court on my court day.  She had lived in her Queen Village house for 40 years.  She tried to get answers like I did and no one would return her calls.  She was in tears.  She felt tht some damn special "cleaner and safer" service district was targeting her!
