<path to slimserver>/prefs/server.prefs I just ran a test on my system. having canRestartServer: 0 in the prefs doesn't stop the server from restating itself..... There is also a command line switch --norestart. You might take a look at the systemd service configuration, and make sure that it is not adding --norestart to the commandline.
