Network wait timer doesn't seem to affect when the NTP client fires. As
I see it, NTP client do one sigle shot, and if network isn't ready, it
never tries a second time.

I have tried network wait timer - it doesn't do any difference. My
firewall (which also is my DHCP server) (Ubiquiti USG 3P) takes about 3
minutes to boot
