OK guys
1. I am using a Blue and White, not an old world Mac, therefore it has no ZIF carrier card.
2. I fixed this by reverting the 64MB cards to the 1.19 ROM revision using ATI's ROM updater utility.
SO, there is NO INCOMPATIBILITY with the 900 MHz ZIF and a 64MB flashed Radeon; it is simply a ROM revision issue with the CPU upgrade. The older ROM actually works better for me on the 64MB cards; I no longer have drawing artifacts in Safari or Mail.
