Done all that. I've done and redone everything by the book, but still no
progress. I'm stumped.

Any other opinions?

installation.
My advise:
Boot from your OS 9 Install CD.
Wipe the HD and do a fresh install of 9.0/9.1.
Install OS9Helper and upgrade to 9.2.2
BEWARE: First read any "ReadMeFirst" before you do anything.
This to make a long story short!!
Install System Disk.
Install XPF AND first read the "RMF" again.
Done and followed all these: Install "Jaguar-base" now.
Use System Disk to boot in Jaguar.
Use now the ComboUpgrade 10.2.6 (IME: Don't use 10.2.8 on these uns.
Mac's!)
Reboot and repair permissions.
Hope all will be as wished by you now.
