Files are not activated -- just what's stored in the repository.
Images, jsp files, css, etc, ... will have to be sync'd between author
and public manually. I typically develop with just the author instance
(subscriber/active set to false) and then bring in a public instance
once I hit the release candidate/ready for live use shake out.
The reason you see the controls in your public instance is because
you've activated too much of your author instance. server/admin in the
configuration section of adminCentral should not be activated. An easy
fix would be to change it in your author instance, activate, then change
it back and leave it unactivated (yellow or red dot). You'll also have
to fix other elements like the secureURIList and unsecureURIList to
complete the repair.

somehow my resources (template as well as my CSS pages) are not copied.
Is there a problem in my subscriber? I haven't changed anything from the
standard installation.
Any suggestions?
