Let me try to lighten up the dark pieces of activation.

There are two purposes for having this concept, which btw is widely accepted worldwide:
1) Performance
2) Security

You typically have two different servers for the author and public instance. The reason is that you can configure a nice, slick and powerful "public-instance" server for the Internet World and have your author instance behind tons of firewalls. Your author instance usually also has "overhead" you do not want on the public instances.

Security is also an important issue. Imagine a large enterprise with 50 authors and they all work on the web site. It is hard (if not impossible) to have control over content and consistency. So what a CMS typically comes with is a WORKFLOW. Whatever authors create usually go through a workflow, so there is at some stage a "chief- editor" who double-checks and carries the responsibility.

What you though have to now, is that each page an author creates is dynamically built together prior to returning to the browser. That is done with JSP/Java. So if you want the same to happen on the public instance, you will have to make sure that the scripts and programs you are writing are also added to the public instance.

So after testing, move code and resources (e.g. /docroot) to the public instance prior to activating any pages.
