The first thing to check would be the state of the VM. If it was left in a failed state, VCL won't consider it as available for being reserved. You can check that under Manage->Manage Computers->Edit Computer Profiles. Expand the filters and add State to the columns that are displayed. If it is failed, you can just edit the VM to change it to available.
