I do believe there is a camel-extras project that is not hosted at Apache
that could be a home for the component you have developed.

There you can apply your own license (MPL 1.1/GPL v2) and host it. Obviously
users use software in there at their own risk/exposure and the obvious
license laws apply. 

Customers can use Camel and the component in camel-extras without exposing
the project and its artifacts under the Apache license.
