You'll have to ask Adobe. The Apache Flex project has no control over the AIR Runtimes. I suggest starting with the Flash Platform Roadmap, here: http://www.adobe.com/devnet/flashplatform/whitepapers/roadmap.html
Adobe had previously said they would support Windows 8 Metro apps; and then changed their mind. I was under the impression that Adobe had no plans to support Windows 8 Mobile.
