Maybe I've lost track.  I thought that the repo was originally licensed
under GPL or something other than ALv2.  Rui can't just relicense it to
ALv2 unless he owns every line. If his company owns lines of code in
there, he needs his company's permission to relicense those lines of code.
 So to me, the first question that Rui needs to answer is who owns each
line of code.  That determines the list of folks who need to sign off on
relicensing and donation.

If Rui owns every line, then having an ICLA and emails from Rui is
sufficient documentation for me.  If his company owns lines of code, we
may need at least a CCLA and possible the software grant.
