I am looking for something like "Platform-RTM". To configure cluster and also to maintain the history on overall cluster & individual nodes. So to my knowledge "qmon" is just like a admin tool.

You can get source ("nbgui") from
http://arc.liv.ac.uk/downloads/SGE/snapshots/.  It's not trivial to
build, and I haven't distributed binaries (which presumably wouldn't
work for 6.2u5 anyhow) because I haven't checked what java libraries and
licences it involves.  The old instructions are at
http://arc.liv.ac.uk/repos/darcs/nbgui/www/.  I'm not sure if the
relevant visualvm versions referred to are still available from
java.net, but I have them.

I'm not aware of anything similar that's web-based.
