I didn't have much of a success in installing the
sgeinspect. May be the old instructions are not good enough. I am trying
to do this on a ubuntu based "11.04" GridEngine cluster
Platfrom-RTM is a web-based realtime solutions build on
cacti. Maintains the full history of cluster to every detail.
So all I am looking for a web based solution. That can keep track
of the full history of the cluster.

Yes on qmon (though it can also submit jobs). I don't know what
platform-rtm does, but if you want detailed history, you can put the
data from the reporting file into a database, e.g. using dbwriter
<http://arc.liv.ac.uk/repos/darcs/arco/www/index.html>, and visualize
hem somehow.
Inspect is incomplete in what parameters it handles. I've not used it
seriously and it's non-trivial to build. Somewhere I have a version
built in 6.2u5 days, but I'm not sure it's redistributable with the
particular jar files used.
