There's another way: try to restrict each SMSC from accepting the messages marked with the opposit SMSC's id:

group = smsc
smsc = smpp
smsc-id = first_smsc
denied-smsc-id = second_smsc
#rest of the smsc config
...
group = smsc
smsc = smpp
smsc-id = second_smsc
denied-smsc-id = first_smsc
#rest of the smsc config
...
