Actually Gerardo's first suggestion (allowed-smsc-id) is preferable for what
you want to do. In the case of only 2 smscs it doesn't really make a
difference, though.
It is simpler also to use smsc=<smsc-id> in your sendsms url instead of
focing an smsc based on passwords:
http://localhost:13013/cgi-bin/sendsms?username=first_user&password=first&from=1234&to=4321&smsc=second_smsc&coding=1&text=ok
1 sendsms-user is needed, with the forced-smsc renoved.
You got the I/O error, not because of the allowed-smsc-id directive, but
because you missread Gerardo's "...". That means you keep the rest of your
settings as you had them, including username & password.

There's another way: try to restrict each SMSC from accepting the messages
marked with the opposit SMSC's id:
