It is very rare for a legitimately FCC certified 16 channel FRS radio to allow the user to pick which of the 22 channels are programmed. Retevis, for example, leaves out the 7 power limited itinerant frequencies (those assigned to channel 8-14) to program the first 15 channels and then repeats channel 7 in the channel 16 position to complete the programming. The first radios that I am aware of that allows the user to fully customize the position and quantity of assigned frequencies as desired are the BTECH GMRS-V2 and MURS-V2 sold by Baofeng Tech (the radio dealer in the USA). Most of their mobile GMRS radios released after these handheld radios also offer fully customized programming of the GMRS channels.
