If you install f37 from scratch, you have to install

NetworkManager-initscripts-ifcfg-rh.x86_64

to get NetworkManager to pay any attention to the old
style ifcfg files. Or run

nmcli connection migrate

to move all the ifcfg files to "keyfiles".
