Hi,
In my box CYGWIN\lib\gcc\x86_64-pc-cygwin\10\include\c++ is a directory,
so of course NetBeans is not able to "execute" it.
It seems you're missing the path to the compiler you want to use. In my
box this is "CYGWIN\bin\c++.exe".
