Then I'd write to the AG folks and ask if they can please provide the
files in doc/.odt format. Unfortunately they've provided the pdf files
as 'encrypted' so they can't be modified. But, the first option is to
ask, and then raise the issue via your civic channels; certainly there
are others across Australia in a similar situation...

What specifically are the additional forms that you need to work with?
If you provide the links then perhaps someone can hack up a solution.
