Different terminology for the same thing. The term "tab stop" is
probably more familiar (or has more meaning) to more people than the
technical term "tab character".

It sounds as if the help material might be better off just saying that
it inserts a tab, which seems pretty clear and avoids confusion with tab
set positions -- which is how I (and apparently Brian) interpreted 'tab
stop' in the current documentation. I'm pretty sure I've seen references
to "setting tab stop positions" in related discussions.
