The number format locale can be set for ranges in the top-right corner
of the same dialog. It defaults to the office locale in the language
options which itself defaults to the operating system's locale (the
country and language without individual customizations!).
[BLUE][<-5]Standard;[RED][>30]Standard;[GREEN]Standard
mixes Swedish format name with English colour names.
[BLUE][<-5]General;[RED][>30]General;[GREEN]General
works for me in English context.
