Since some versions the list of dictionaries to each build is defined in this file: http://hg.services.openoffice.org/DEV300/file/3a0071bb37fb/setup_native/source/packinfo/spellchecker_selection.txt AFAIK the list of dictionaries to be packed for each language was obtained by asking the respective OOo localization team for that language.
