Well it is not anymore like in older times when we added all available
dictionaries to all builds. Since some versions the list of dictionaries
to each build is defined in this file:

AFAIK the list of dictionaries to be packed for each language was
obtained by asking the respective OOo localization team for that language.
Thanks for the information. If the package is a decision and not the arbitrary
inclusion of all available dics, it makes sense indeed.
