If you are running Windows use Dreamweaver if you are running Linux
use Quanta Plus.

Dreamweaver is big $$$ but excellent. Nvu is a free, open source wysiwyg web authoring program . http://www.nvu.com/index.php
It appears that NVU is no longer in active development (hasn't been for over 12 months). The Mozilla Composer is apparently the alternative (seems to have a common heritage) and looks much the same to me with nice WYSIWYG editing. Composer is the HTML editor component of the Mozilla browser package and is currently not obtainable separately, but I've read that it's a future plan. I have no idea how good or bad it is since my requirements are only simple.
