Not all cases are the same. Businesses vary quite a bit. Some are totally locked down and controlled. Others are much less controlling and only step in when there is a problem. I have seen a whole range of situations. If it is a controlling situation and the boss says MS Office, then that is it. If they say, OOo then that is it. In many
if not most situations it is not quite that straightforward.
