you cannot set the line spacing for just some selected lines. It works only for whole paragraphs. And a paragraph is everything up to the next line that ends with Enter (or Return). When you use Shift+Enter to enter the next "paragraph", it may look like a new paragraph, but in fact it is still the same paragraph with a line break.
For the position of tabulators this is the same: only for whole paragraphs.
