The version of OpenOffice that came with my new 4G  Asus eeepc does
not include  the  database program, Base.

What makes you believe that Base is not included? Unless ASUS has supplied an old version, or an unnecessarily modified edition, of OOo (OpenOffice.org), with your new computer (very unlikely) then base is included.

Is there a way that this can be downloaded separately? The computer
uses Linux.

Try opening a terminal and type "sbase" (without quotation marks) and the Base wizard should start. In which case, you can create a new menu entry or a desktop link. If the Base wizard does not start, open another OOo module (eg. Writer) and select the "File -> New -> Database" menu option.

If none of the above works, uninstall the ASUS supplied edition and download and install the latest version from:
http://download.openoffice.org/index.html
OOo is a fully integrated office program, not a collection of separate programs, you cannot download modules (eg. Base) individually.
