I think you may be confusing OOo (OpenOffice.org) with some other program, because OOo has never had the ability to "open" PDF files.
While there are some programs that can, to a greater or lesser degree, open and modify some PDF files, this format is not designed to be editable in the same way as word processor file formats.
OOo can export documents to PDF, but there is no inbuilt "import/open" functionality.
