The "test" option should not be followed by a list of nameservers to query. SA will end up inheriting that information from resolv.conf.
What follows test should be a series of domain names to test the servers in resolv.conf by querying the MX record for the domain. This should, theoretically, not be one of your local domains if you want the test to be a complete test of your servers. At the very least, it must be a domain with an MX record, not an IP.
I'm surprised your RBLs are working at all.
