It looks like the error comes from inside sa-update. sa-update will remove any insecure locations from PATH. Do you have gpg in a world writable directory or access it from a path that isn't absolute? If you have an sa-update and it works without complaining about gpg, it's probably something do with the install environment, in which case you should take it up with the packager.
