Noel, the vote was made by the Apache SpamAssassin Project Management Committee which is the "we" in this context. The vote passed with only +1 votes. I will not disclose how any specific member voted except myself where not only did I instigate the topic but voted +1. We certainly care about our users / committers and the changes are backwards compatible until at least Apache SpamAssassin 4.1's release.
