The %OFHAM is not calculated from that row. The %OFHAM column is a comparison of the TOP HAM RULES FIRED calculation. The columns don't add up. They are there so you don't have to jump between the sections of the report, spam and ham, to make comparisons.

In my report for example,

I processed 293866 message, 182719 spam, and 111147 ham.

HTML_MESSAGE was hit in 116228 of 182719 spam messages for %63.61 of spam, and 116228 of 293866 total messages for %55.25 of all mail.

HTML_MESSAGE was hit in 63067 of 111147 ham messages for %56.74 of ham, and 63067 of 293866 total messages for %21.46 of all mail.

Also keep in mind this report doesn't compare all mail, only mail processed by SA. I only process mail for users who elected to have SA, about %25 of my userbase.
