It's probably impossible to do that for all languages. This is actually an eval rule (e.g. it points to a function, not a simple regex), so there's probably at least some tries on getting better results than just for ASCII. In short: as it works now may be by design. Anyway, if you go to spamassassin.org you will find a link to "Bugs", where you can report it.
