I've read the updated -14.
The introduction and the scope of the document are clear, including the
feature change from TLS 1.2 -> 1.3.
The biggest content chunk is $17, which I find comprehensive and quite
actionable (thanks!). The remaining sections are very informative,
provide good ("recommended") guidance and summarize the implications of
ciphers, concise environment constraints, etc.
