Not only is there a rootless mode, but there's a way to make it live in the system tray instead of the taskbar if you prefer that.

I'm not sure if this is what you're talking about, but maybe what you're looking for is simply an X-server for windows. There is a simple one called MI/X, and one that I like called X-Win32.

        ssh into your server with X forwarding enabled, and you're set.  You
can now run any X program you want.  With X-Win32 you can have a single
window or you can use rootless mode.  With a single window, you probably
will want to run a window manager in it.
