Obtain the application?  No, because Cygwin is system library that
allows many of the UNIX apps to run on Windows.  It's like saying "can I
have XFree86 on Linux without glibc?"  You can opt not to install any
of the programs that come with Cygwin that aren't absolutely necessary
for XFree86 to run, but that really limits what you can do with the
system.

If you want to run XFree86 without having to go through the Cygwin bash
shell, look at c:\cygwin\usr\X11R6\bin\startxwin.bat .
