Well, as for PLUG, I think I can say that we are more of the general Unix/FOSS 
stuff, but if there is a more specific list, keep all but 
announcements/necessary crossing in their own.

For a while, we ran a seperate perl Mongers list, keeping the perl questions 
on there.  But when traffic died back down, we merged the list back to Plug.  

So most PHP questions, are best kept on the php list.  The best talent for 
answering them should be there.  Any popular tech with sufficient traffic 
should be divvyed out as such, for the good of the communities.
