I know this topic has been discussed before, but I was searching through 
the archives and ISP's web pages, and either their prices have 
significantly changed, or their web pages are just inaccurate.

Basically, I'm looking for cheap broadband right now with the opportunity
for more expensive, faster access in the future. I'm taking any and all 
suggestions, but have a few specific questions for those In The Know ...

Qwest offers 256Kbps up/down for $15/month according to their web site, no 
activation charge and you can rent a modem for $3/month. They also have 
1.5 Mbps/896 Kbps for $28/month.

a) what kind of actual speeds are we talking about here?

b) these are prices sans ISP. Do I just go with the "MSN Premium" service 
($12/month) or can you find cheaper ISPs?

c) if I go with another ISP, do I just call the ISP and have them hook 
everything up, or do I still have to through Qwest to get the actual DSL 
line hooked up?

d) Any other recommendations?
