With Quest's new pricing, you can get 1.5 down 8XX up for $28, plus using Xmission as the isp for around $20 means $48. They also let you legally share your connection with your neighbors...I've called and asked them before. Sure, you have to deal with quest, but I haven't had a problem now in 2.5 years.
