Comcast bumped up their limit to 3Mbps just after Qwest bumped theirs to
1.5Mbps. In either case you're being offered a "best effort", but this
means different things in either case.

For DSL it means that if your line isn't capable you won't get it, but
they can offer you a lower rate (maybe).  If it is capable you are
guaranteed that amount of bandwidth from you to your ISP.

For Cable it means that they'll tell you that's what you get and you
might sometimes, but only if your neighbors are using DSL or only ever
check their email and CNN.com.  You are guaranteed to never have more
than what they gave you, but you may have much less.
