The big catch with all these suggestions is that they all require an
existing phone line to be activated.  This offer about naked DSL really
has nothing to do with the ISP, although the best deal for ISP the
qwest.net minimalist which is 7 dollars a month, with no restrictions. 
None of these other DSL providers (ISPs really, since qwest owns the
actual lines) can offer the no-land-line option.
