It's never safe to assume especially with mega-corporations. Qwest offers the option of leasing static IP addresses and will even delegate the in-addr.arpa to your domain. That's an additional cost. Otherwise it's probably a "static" address, meaning you're likely to get the same address for extended periods of time which may include the life of your service, but no guarantees.
