They indeed are. The problem is the passwords sometimes aren't synced out from the central source properly. And like your cases, it wasn't because of a network glitch. Some of them failed consistently (which netids OIT can fix for us), others fail 3 times but work on the 4th. In any case we found LDAP binds unnecessarily slow and problem-prone.
