I think you missed my point.  Sudo is an alright idea.  I'm just saying
for home users, being able to yum install a signed package without root
is a good policy.  This is analogous to OS X allowing administrative
users (the default for the  user you create while first installing OS X)
to install applications without any special privilege elevation through
sudo.
