Our group has discussed this security issue as well, and it would be great to at least have the option to either leave a module "public" or save it with some sort of security "lock". I agree completely, cheating isn't worth much and by and large cheating in an open source community shouldn't be a problem...but not everyone who plays these modules is "responsible" or "mature enough" to realize that there is no point to cheating.
My counter is...how would you know if your opponent has cheated in a match where you've lost? You could chaulk it up to "it just wasn't in the cards/die rolls/etc"...or maybe...you're opponent had cooked up a nifty java cheat for the die rolling mechanism... As the VASSAL community grows larger and larger, security features are something to at least consider...
