Although I think you are worrying too much for friendly play--if you really think someone is cheating, just don't play them anymore. Just like real life, there's people completely capable of cheating you, personally, right in front of your eyes, and you'd never be abel to prove it or likely even realize it. That's why Las Vegas pays a lot of money in every casino to have multiple cameras watching everywhere and multiple operators watching specific as well random games in progress. Personally, unless you decide to run a tournament with prizes or something, I wouldn't worry about it. And actually, how many conventions and competitions have you been to that have the kind of security and observation that a casino does? But, if it really worries you, make your own modules and use the internet dice function. You can either go check the internet logs on the website, or even, in most cases have the interent dice roller email you the results of every roll. Yes it won't stop cheating in-action, but it would catch a cheater after-the-fact, and they would have trouble finding opponents after that. At the end of the day, you get to decide with whom you do or do not play.

I agree completely, cheating isn't worth much and by and large cheating in an open source community shouldn't be a problem...but not everyone who plays these modules is "responsible" or "mature enough" to realize that there is no point to cheating. My counter is...how would you know if your opponent has cheated in a match where you've lost? You could chaulk it up to "it just wasn't in the cards/die rolls/etc"...or maybe...you're opponent had cooked up a nifty java cheat for the die rolling mechanism... As the VASSAL community grows larger and larger, security features are something to at least consider...
