When a map board does not use a grid, one can reorder units within a stack
by first expanding it and then dragging one of its units to the top of the
stack. Now, if the same stack is on a map board using a grid (hex/rect) then
you can still expand the stack, bring to the foreground for viewing any
given unit but you're unable to put it on top of the stack. The only way to
achieve this is to move the piece out of the stack to another hex/square
then back to the stack.
 
Usual question about the reason, from your point of view, for difference :
- by design ?
- side effect of using a grid for movement regulation ? When release the
mouse button when trying to put the unit on top of the stack, it is
immediately put back at the center of the hex/grid and thus the stack does
not consider the unit position within the stack has changed.
